Teamwork/Squads are OP Vehicles are OP Infantry Only
And for people who don't like proto (might as well make others happy too by combining the ideas), this is so people can wet their feet with gaining in game experience (weapon function, map layout, etc), it would also work until dust gets larger to have faster ranked matches.
So perhaps these players could get a mode like *Cordial *Operating *Districts or just call it CGT (Concord-Gallente Treatise), kind of like a New Eden Geneva Convention which is held up in Gallente Space, but instead of just one side following it in the real world both sides would be confined to these rules. This is easier and faster than creating a PVE mode once it does come
1) Item Tier Restrictions- Advance and down (or Standard and down)
The gap between proto and advance is about the same as the other tiers, so I believe people complain about proto not due to power discrepancy because advance beats out standard by a the same margin but to run proto you need to severely limit your losses (not die). So perhaps just a simple no proto would work, but it is is actually the stats which is the problem with proto then advance needs to be restricted too because advance would become the new "proto" because the gap is about the same.
2) No Squads
As is mentioned in the links, squads+mics+scans+orbitals is going to smash a front line of solos any day and skill being equal will smash any team regardless of equipment, new players tend to not have the social connections to run squads
3) No Vehicles
Similar to the concept of proto, vehicles are expensive, thus the people who can use them over and over are A) Really good B) Very Rich, which inexperience players are none of these
4) 60% reduce isk/sp payouts + does not record positive stats on your character sheet
To make it sure its not a isk fountain because that would encourage the wrong people to play it, also your kills from this mode would not be recorded to prevent stat whores from abusing the players
Whether they will be able to ever leave that mode or not is another question, but it would allow the frustrated and game play challenged players a chance to go to learn or just retreat from the other game mechanics/players when needed. Essentially a mode that just utilizes basic twitch fps player skill, with nothing else more complicated than that until other aspects of the game is able to account for them better.

I can't believe I'm saying this, but I want COD in DUST
You will then get people hoping in here just to do 35/3 to boost their own numbers by killing the plebs, which is the opposite of what we want considering the purpose of this is to give the people on the floor a place to go.
The only positive side to keeping positive stats here is that it will inflate kdr and make it a meaningless stat.

Misread this initially, CCP plans on having a virtual test of weapons and stuff, but they should still be confined to the sp system

And you will never be able to balance skill. And yeah K/D is already meaningless to everyone but those few people who cry about being bored with this game and refuse to do anything but spam FoTMs
Giving people reasons to leave this mode is a good idea, also staying in this mode long will give you an extremely low kdr which will show, also new players are more kdr sensitive than vets.

Bloody foolishness.
Mind you, I would never be caught playing in this mode, but it makes sense to have all the carebears in one basket, if proto is wrong because its expensive/strong, vehicles would be the same boat.

How do you think militia/standard av will work against tanks? Currently it takes Advance/proto to counter militia/standard vehicles? How would you propose this balance?
While it should be militia av = militia tanks and scale accordingly, and tanks should have proto variants, this isn't the case
